Doesn't the Athletic Dept usually designate Homecoming weekend pretty quickly after the schedule is released? Or do they do that later on in the Spring?

usually after a few weeks without a home game, in the middle of the season.

Georgia Tech will be Homecoming.

That was my thought as well, but Duke is also a possibility

I don't think they'd schedule homecoming that late in the year--they rarely do, but it's not unheard of. If I had to guess I'd say it's about 70/30 towards GT but they fooled me last year too, so...

with almost a calendar month between games, but I'm sticking with GT, bigger game, plus how late Duke is in the season, as you mentioned.
