Is there some real clarity as to exactly what the difference is, if any?

There is the well known Ron White joke. Alcohol will illuminate the difference.
According to the Declaration of Independence, a right is one's God-granted claim to a privilege. An ability would then be, imo, a permission granted by secular authority, to one of those rights or to some other privilege.
The First Amendment is a legal recognition of some of our rights. A driver's license is an ability granted by the state.
- If an ability is rescinded (driver's license revoked, building permit denied, etc), no extra legal recourse is due the individual as long the restriction is unbiased (bias would violate the God given right of equality). The individual's desire does not supersede this. - If a right is rescinded, a person has a moral privilege of disobedience, whatever cost the state or culture would impose. When in the course of human events ...
This is a great question today, I think. Classic liberals understood the distinction very well through the 70's. I dont know about today.

I have the ability to obtain employment. I have the ability to get a driver's license. I have the ability to purchase a home.
None of those are rights. No one has to hire me. The government doesn't have to give me a DL if I can't pass their test. No lender has to loan me money if I am not worthy.

Another way of looking at it is 'ability' is internal, and 'right' is external. Ability comes from you, right comes from something else, outside of you.

but forbidding that is part of our Government's authority. The fact that government can limit that behavior is good evidence that none of those actions are rights for the government can not limit rights.
This isn't a political position, it's a civil position. There's a difference there as well.

How so? If there is an ability present does that not infer an inherent right to exercise that ability absent outside interference.

considering that God is eternal, the creator of matter, therefor time yet not subject to either time or matter we concluded that we can not fully appreciated the fact and issues due to the limits of our ability to comprehend a being who is not subjected to time.
Those were really good and exhaustive discussions.
BTW, nobody really learned much of anything and nobody changed their minds.
