the batter does this? Every opposing coach should instruct his catcher to crack the batter in the helmet with the ball when they pull this play.

about an "and 1" when a basketball player gets fouled attempting a shot- he makes shot but still gets to shoot a free throw.

It was definitely interference. Once the batter came out of the batter's box and crossed the plate, he was interfering according to the rules. No contact has to be made. The batters actions alone make it interference.
