The way she said it there, it didn't seem like a mistake. Plus, I do believe there are a lot of out of touch white people, that don't really interact with black people, that actually believe black people are somehow so far behind (for whatever reason) that they believe this type of thing, and then try to set policy based on this type of ignorance.

access to internet, email, and social media. Granted, a much smaller % own desktops or laptops, but almost all who attend public schools are exposed to and regularly use computers. The idea that black kids are unfamiliar with computers is a very misleading generalization.
