Offset? I thought it was a free play? Shouldn't cuse have had the opportunity to decide 5 3td penalty of WVU or take 15 for PI?

Penalties offset... Myself, i would cancel a 5 yarder on a 15 opposing. And a personal foul for roughing,targetting, etc. would be treated as a stand alone...
