The cop said that he knew of other infractions by fellow officers that were more severe (even unlawful) than his and went unpunished or didn't receive similar punishment. Basically, he resorted to the child-like response "It's not fair - Jimmy didn't get punished for teasing Suzy!"
But the implication was clear that he can expose some things the Police Dept would rather not have publicized. Real man there threatening to throw his fellow officers under the bus. He may have a hard time finding another law enforcement job after making that statement. There's always Columbia I guess.
