It means little kids sometimes do some stupid and cruel ####, and they should be punished accordingly.
Not sure why police are involved. When I was a kid, after a recess basketball game that our team (all-white) won against a group of black students, my friend got jumped in the bathroom by them. I think we were in 4th or 5th grade.
Everyone got punished accordingly and no cops were called.

Did your friend lose any teeth, get any broken bones, get a concussion, or suffer eye damage?
Is it OK for the kids that beat up other kids to remain in school and continue with their violence until broken bones, concussions, lost teeth, eye damage, etc. occur?
When I was in (public) school, the same group of black kids routinely beat up seemingly random single white kids at HS football games. The school administration was terrified that they (the administrators themselves … all of them being white people) would get in trouble (lose their jobs or be demoted) if they kicked these bad black kids out os HS and had them sent to a reform school type of institution.
Who looks after the soon-to-be random victims of school violence?

When you were in school students who assaulted other students were removed from school, often permanently. Now the schools actively work to cover up crimes committed on their campuses in order not to appear racist because the vast majority of kids getting suspended or expelled for this kind of thing were not white. So in typical leftist fashion, instead of working to reduce crime they just decided to ignore it and blame racist white people for not wanting their kids to be assaulted at school.
