ACC bowl tie-in after 4-team playoff configured?

The ACC should be proactive NOW and establish a "Champions" game just like the SEC/Big 12 established a week ago.
We know the other 4 big conferences have their agreements in place for the conference champions who are not part of the forthcoming 4-team playoff. The beauty of the SEC/Big 12 agreement is that it is entirely controlled by those two conferences - the city that is the highest bidder will get to host the game and the network that is the highest bidder will get to televise the game and the two conferences will control it all - there is no "bowl" middle man.
The ACC should be proactive before any other such games are signed into agreement, get a contract in place to have the ACC champion play the highest ranked opponent not part of the other 4 conferences. The ACC is in the strongest position of the remaining conferences to get this type of game established.
Essentially, should the ACC champ not be part of the 4-team playoff then you could have a top 10 Notre Dame, Boise, South Florida, etc. in a "champions" game against the ACC champ. Remember, this is not a "site specific" bowl game because the site of the game goes to the city that is the highest bidder and the TV deal for the game goes to the highest bidder. The ACC would control the rights to this game and llikely could pay the opponent more than they could make at any other bowl that is not part of the 4-team playoff.
After the SEC/Big 12 agreement was announced, the Big 12 commissioner was asked what the ACC should do and he said "better get a good bowl". The ACC needs a tie-in after this playoff starts and I don't think it should limit itself to the Big East. There will likely always be a quality team outside of the 4-team playoff and not part of the other 4 conferences that would make for a great game.

who would the ACC partner with to match conference winners? The other 4 conferences already made a deal which only leaves the Big East or an independent I guess. Neither seems attractive, and neither will draw the kind of cash that the Rose Bowl, or Big XII/ SEC bowl will.

stating they'll play the highest ranked team from either conference that's left. Considering the "champions" bowl if based on conference standings, there could be some years where the ACC is actually facing a better team.

I'm eliminating Clemson for argument's sake. This is based on a 4 team playoff, the Rose Bowl, the Champions Bowl, and an ACC bowl playing the best SEC/Big 12 left over.
1. Oklahoma 2. LSU 3. Florida St 4. Oregon 5. Florida 6. Alabama 7. Michigan 8. Virginia Tech 9. Southern Cal 10. Texas
Oklahoma, LSU, FSU, Oregon play for the Title
Rose Bowl is So Cal and Michigan Champions Bowl is Florida and Texas ACC Bowl is VT and Alabama
Of course this is one of many scenarios that could happen. Some worse for the ACC, some better. In the long run though I don't think this would be a bad thing.

You forgot one thing. The ACC is a basketball conference. They'd rather concentrate on getting a piece of the NCAA basketball tourney in March in Greensboro, NC than some ### bowl game.

The ACC should be proactive Now and establish a "Championship" game. Yea,you are right.They do need to be proactive NOW. They need to be proactive NOW and make certain they can keep Clemson,FSU,Miami from jumping to the Big 12,or N.C.State /Va.Tech from going to the SEC. Lose any combination of thes teams and you may not have a conference,let alone a "Championship" game.

If you partner with the highest rated team not in the 4 team playoff the ACC is settling for the back seat. Why would a recruit want to come here is they knew there was no way to win a championship? That is what this all about. We want to be able to compete with the best.

You guys all brought up negatives about the idea. The bottom line is that someone who knows what he's talking about (Big 12 commish Chuck Nienas (sp?)) said the ACC needs to get a good bowl game. He means the ACC needs a game like the SEC and Big 12 just agreed to.
I'm not saying this game will challenge the likes of the Rose Bowl or the Champions game the SEC/Big 12 just agreed to, but the ACC must do something. I only left out the other 4 conferences in the agreement because the ACC may not be able to negotiate with them as easily, but the ACC could certainly approach everyone else and get a contract signed saying the ACC champion agrees to play whoever is the highest ranked of the conference schools and Notre Dame. I would think the ACC, after the bidding war with the cities and TV networks would be able to promise the opponent a pretty hefty payout.
If someone has a better idea, let's hear it. According to Nienas the ACC must get a good bowl tie-in because everything is about to change once the 4-team playoff takes effect.
